The Bluffline is the product of generations of residents who believed Pensacola deserved better connections to its waterfront, its neighborhoods, and its natural landscape.
We exist to help Pensacola residents reconnect with their bodies, their environment, and each other.
That purpose drives everything we do—from the infrastructure we build to the policies we advocate for to the way we engage with the communities we serve. We believe that safe, accessible paths for walking and cycling aren't luxuries. They're essential infrastructure for healthy, thriving neighborhoods.
Our vision is a Pensacola where all our neighbors have access to safe active transit infrastructure, attainable workforce housing, economic opportunity, and a healthy environment. The Bluffline is how we get there.
Reconnecting Pensacola's neighborhoods to the bay has been a community priority for decades. Generations of advocates have championed this corridor—through newspaper editorials, planning studies, and grassroots organizing.
Pensacola News Journal editor J. Earle Bowden begins decades of editorial advocacy for preserving the scenic bay bluffs and creating public access along the waterfront. His vision plants the seeds for what would become a regional movement.
Florida creates its scenic highway program, offering a framework for protecting and enhancing corridors with outstanding natural, cultural, and historic resources.
The Pensacola Scenic Bluffs corridor earns official designation as a Florida Scenic Highway—a victory for preservation advocates, but the multimodal trail vision remains unrealized.
While the scenic highway program succeeds in protecting the corridor's character, efforts to build an actual trail stall repeatedly. The scenic highway has a managing organization; the trail does not.
Escambia County purchases the Jackson Lakes property, building on earlier public discussions about restoring Bayou Chico and creating a public waterfront park. The acquisition sets the stage for long-term plans focused on environmental restoration, stormwater management, and public access.
A group of advocates incorporates Bluffline, Inc. as a 501(c)(3) nonprofit organization, creating the dedicated entity needed to advance the multimodal vision that had languished for decades.
The Pensacola Scenic Highway Foundation merges with Bluffline, Inc., combining 26 years of scenic highway stewardship with fresh momentum for the multimodal trail vision. Bluffline becomes the Corridor Management Entity for the Pensacola Scenic Bluffs Scenic Highway.
In 2024, the Pensacola Scenic Highway Foundation—stewards of the scenic byway since its designation—merged with Bluffline, Inc. This wasn't an acquisition. It was a passing of the torch.
The Foundation's leadership recognized that the corridor's future required an organization focused not just on preservation, but on building new infrastructure. By joining forces, we combined decades of institutional knowledge with fresh momentum and a clear multimodal mission.
Today, Bluffline, Inc. serves as the Corridor Management Entity for the Pensacola Scenic Bluffs Scenic Highway—and the driving force behind the 20-mile greenway that will finally connect NAS Pensacola to UWF.

This revitalization includes creating public green spaces and improving pedestrian infrastructure, which are essential for reducing neighborhood pollution and advancing climate resilience.
