Florida consistently ranks among the most dangerous states for pedestrians and cyclists. Within the Bluffline corridor, the lack of dedicated infrastructure for walking and biking means these users share high-speed roads that were not designed to accommodate them safely.

The problem: A transportation network missing a critical layer

The Pensacola metro area's road network serves motor vehicle traffic well, but lacks a complementary layer for people walking and biking. Without dedicated facilities, pedestrians and cyclists share high-speed roads in dangerous conditions.

Smart Growth America's "Dangerous by Design" report consistently ranks Florida among the deadliest states for people walking. Nine of the top 20 most dangerous metropolitan areas for pedestrians are located in Florida.

The consequences are stark: within the Bluffline corridor alone, 271 crashes involving pedestrians and cyclists have occurred since 2022—resulting in 11 deaths and 268 injuries, including 28 serious injuries.

The solution: Separated infrastructure saves lives

Research consistently shows that separated greenways and trails dramatically reduce injury rates for pedestrians and cyclists. Off-road facilities reduce crash rates by up to 60% compared to on-street facilities.

The Bluffline provides this separated infrastructure—utilizing abandoned rail corridors, utility rights-of-way, and existing public land to create continuous, car-free connections throughout the corridor.

Beyond preventing crashes, the Bluffline enables a transportation option for the many Pensacola residents who cannot drive, cannot afford a car, or simply choose not to use one for every trip.
